Request to Be on Agenda

The City Council meets on the first Thursday of the month at 6:00 PM in the City Council Chambers, which is located at 1511 Broadway Street. All meetings are opened to the public.

Members of the public desiring to present matters to the council on the public agenda must submit a request in writing to the office of the City Administrator by 12:00 PM on the Monday before the council meeting. This can be done in person, regular mail, fax, or e-mail. The request forms are located in the City Clerk’s office. If the request is received by mail, fax or e-mail, the City Administrator will confirm with the individual that the request was received and notify them of the date of the Council Meeting, in which they will be scheduled.

If action is needed, then the Mayor and Council may request you to attend the next council meeting for additional information before a resolution or ordinance can be passed.

The City Administrator works out of City Hall, located at 1511 Broadway Street.

The City Administrator oversees all day-to-day operations of the City and advises the Mayor and Council on the long-term development of the City.

City Council

The City of Dakota City has a Mayor-Council-Administrator form of government. The Mayor and four Council Members are elected at large by voters and serve four-year terms. The Mayor presides over City Council Meetings, though the Council President may preside in the Mayor’s absence.

Regular City Council meetings are held at 5:00 PM on the first Thursday of each month. Special sessions may be called as needed. Meetings are held in the Council Chambers, located at 1511 Broadway.

All City Council meetings are open to the public. Agendas for each meeting are kept continuously current and may be requested from the Office of the City Clerk. Members of the public may request to be placed on the City Council agenda by submitting a “Request to be on the Agenda” form to the City Administrator by 12:00 PM on the Monday preceding the regularly scheduled meeting.

City Hall Staff

Kayla Logan is the City’s Office Manager. Kayla has worked for the City of Dakota City since November 2017. She was promoted to a full-time position in July 2018. She is the utility billing clerk, and the accounts payable clerk, prepares the weekly deposit, updates cemetery records, and assists the City Administrator with day-to-day activities. 2019 Graduate of Leadership Dakota County

Ariana Paz is the City’s part-time Administrative Assistant and has been with the City since September 2021.

 

Economic Development and Housing

The City Administrator is the point of contact for all economic development and housing-related questions. For questions about available sites or to schedule a site visit, please contact the City Administrator at (402) 987-3448.

As home to the largest Tyson Fresh Meats plant, Dakota City welcomes industrial development. The City’s heavy industrial park, known as the Roth Industrial Park, consists of 600 acres of shovel-ready property. The Roth Industrial Park has access to rail, expedited permitting, and availability of tax increment financing.

Dakota Crossings is a light industrial park that was completed in 2015. Lots are still available for purchase and development. The subdivision does include covenants, which can be viewed here.

The City has seen an increase in new housing construction in the last five years. To date, there are limited lots available and few houses for sale within Corporate Limits. Future planning efforts will focus on developing an area south of City Limits for housing.

 

Planning and Zoning

The City Administrator is also the City’s chief zoning official. For questions about zoning, please refer to the City’s zoning map. The City’s zoning regulations are also available on Municode.

Rezoning requests must also be submitted to City Hall. A copy of the application is available here. Rezoning requests must include a non-refundable filing fee of $100.00 for existing subdivisions or $225.00 for unplatted tracts at the time the petition is filed. Rezoning petitions are subject to review by the Planning and Zoning Board and approval by the City Council. The process from the time a petition is filed may take 6-10 weeks to complete.

Lot split applications must also be submitted to City Hall and are also submitted for approval by the Planning and Zoning Board and the City Council.  Download the lot split procedure here. A $25 fee is required at the time of the application. The application also requires that a survey and site drawing be submitted with the application. A lot of split applications is available here.

Conditional use permits or variance permits may be issued in special circumstances. Property owners interested in requesting a temporary or long-term deviation from zoning requirements should review the matter with the City Administrator prior to completing an application.

In October 2019, the City began regulating outdoor storage containers. These temporary units will only be allowed if the property owner has obtained a conditional use permit from the City. The permit is valid for six months. Any subsequent renewals are subject to review by the Planning and Zoning Board and approval from the City Council.

 

Building Permits

Building permits must also be submitted to City Hall. Permits require approval from both the City’s zoning official and the City’s building inspector. The City contracts with the City of South Sioux City for building inspection services. Those seeking new construction or additional projects must adhere to the City’s setback requirements. Setbacks consist of the following:  15 feet from the front of your property (starting from the lot line) to the structure’s overhang, and 6 feet on all other sides. Please note that locating property pins to find the lot line is the responsibility of the property owner. City Staff are not responsible for locating property pins.

Please note that the City reviews and inspects fence, sign, sidewalk, and driveway permits in-house. South Sioux City does not inspect or review these applications. Questions about these permits should be directed to City Hall staff only.

Dakota City Sales Tax

As of January 1, 2019, Dakota City’s sales tax rate is 6.5%. The City’s two local option sales and use taxes are used for debt service for the Dakota City Fire Station and for critical infrastructure improvement projects (fire hydrants, catch basins, street panels).
