The purpose of this reporting page is to allow residents to communicate issues of municipal concern to the City. This page should not be used to report disputes between residents, and the City will not involve itself in such disputes. Reports submitted to the City may be subject to the Nebraska Open Records Law. The City’s acceptance of this report is not an acknowledgment that the reported issue exists. This report does not impose a duty on the City to abate, remedy, or take any action whatsoever regarding any issues reported. The City may contact you to obtain additional information regarding the reported issue.

City Utilities
Dakota City provides water and sewer services. The City’s monthly bill also includes trash collection services from Gill Hauling. Utility bills are sent out by the 1st of each month and are due on the 15th. A late fee of $10 is applied to all accounts that are past due after the 15th. Bills are printed on postcards.
Water meters are read by the 28th of each month. Water usage is billed each month. Sewer charges are calculated each January and are based on a customer’s water usage in the last quarter of the calendar year (October, November, and December usage).


Ordinance 968
Pertaining to Utility billing and delinquency:
-“Delinquency” or “delinquent” shall mean any bill for utility service of which all or any portion is not paid during the normal billing cycle.
-The first business day following the due date shall be known as the delinquent date. Any customer whose bill remains unpaid at 5:00 PM on the delinquent date shall be considered delinquent. Any customer who is delinquent on water or sewer utilities may be disconnected from the municipal water system, and once disconnected, shall not be reconnected or reinstated until payment of all charges, fees, deposits, and penalties necessary to bring the account(s) to a current status. If the delinquent date falls on a holiday or Saturday or Sunday, the bill shall then become delinquent at 8:00 AM on the first business day following the holiday or weekend.
If the customer is “delinquent” they will receive a notice in the mail, no later than 7 days before utility services are disconnected.
Utility Disconnection Rights & Assistance
Neb. Rev. St. 70-1606(1) subdivisions (d), (e), (f), (g), (j), and (k):
You have a right to request a conference prior to the disconnect date, regarding any dispute over such proposed disconnection, and the City may not disconnect service pending the conclusion of the conference. You may arrange with the City for an installment payment plan. Disconnection shall be postponed or prevented upon presentation of a duly licensed physician’s, physician assistant’s, or advanced practice registered nurse’s certificate, which shall certify that a domestic subscriber or resident within such subscriber’s household has an existing illness or handicap that would cause such subscriber or resident to suffer an immediate and serious health hazard by the disconnection of the utility’s service to that household. Such certificate shall be filed with the utility within five days of receiving notice under this section, excluding holidays and weekends, and will prevent the disconnection of the utility’s service for a period of at least thirty days from such filing. Only one postponement of disconnection shall be required for each incidence of nonpayment of any past-due account. Utility subscribers who are welfare recipients may qualify for assistance in payment of their utility bill and should contact their caseworker in that regard.

New Utility Customer
A new customer form must be filled out at City Hall, located at 1511 Broadway. A deposit of $100 is required for owner-occupied properties and $200 for rental properties. The City will accept a letter of credit from a previous utility provider, so long as the customer can demonstrate that the bill was paid on time for twelve months.

Trash Collection
Garbage collection is picked up on Thursday each week. Sanitation services will occur on Fridays during holiday weeks. Residents are asked to put trash curbside the night before trash collection and then remove trash cans within 24 hours of pickup.

(402) 987-3448. Gill Hauling will deliver the requested can. Gill Hauling also provides recycling bins upon request to City Hall.
Residential trash services effective March 1st, 2020 are $17.75 per month for 1 trash receptacle and 1 recycling receptacle and $2.50 for each additional can.

Licenses
There are several local licenses and permits that residents should review to ensure compliance.

Rental Property Licensing & Inspections
Effective June 1, 2022, the City of Dakota City will implement a rental property licensing & inspection program, pursuant to authority granted by Nebraska law, as adopted or amended from time to time, including, but not limited to, Neb. Rev. Stat. Section 17-505 & Ordinance 967: Rental Property Licensing & Inspection Program.
The rental property & inspection program shall apply to any rental property and/or rental dwelling within the corporate limits of the City of Dakota City, Nebraska, and its extraterritorial zoning jurisdiction, with the following exceptions:
(1) Group care facilities;
(2) Motels and hotels;
(3) State-licensed hospital, hospice, community-care facility, intermediate care facility, or nursing home;
(4) Residential dwellings occupied by a parent, child, grandparent, or grandchild of the owner of the property; and
(5) Mobile homes owned by the occupant
Rental Property Licensing & Inspection Fees
An application for a rental property license and applicable fees shall be filed and paid by May 1st during the year of inspection at a cost of $25.00 for the first unit and $10.00 for each additional unit.
Inspection Fees. Primary inspections shall be conducted at no additional charge. Re-inspections shall be conducted at no additional charge if violations have been corrected. If any violation has not been corrected, additional inspection fees shall be charged according to the following schedule, which fee shall be due and payable before a license for said property is issued or renewed:


Re-Inspection Fees & Compliance Requirements
(1) All re-inspections: $75.00
(2) In the event a property owner, property owner’s agent or property manager fails to appear for a scheduled primary inspection/re-inspection appointment, and fails to provide at least 24-hour notice, requiring the rescheduling of such inspection, the owner will be charged a re-inspection fee of $75.00.
Property owners shall be issued written statements for re-inspection charges and shall be required to pay such charges within thirty (30) days. If payment of such fees is not received, the rental license shall be revoked or denied.
(F) Additional re-inspections may be conducted as the Code Official determines necessary, including but not limited to on a complaint basis.
(G) Primary inspections and re-inspections provided for herein shall be in addition and supplemental to any other inspection or access authorized under applicable law.

Licensing & Permits Overview
Peddler / Solicitor License
Those desiring to sell products door-to-door or at a fixed location are required to apply for a Peddler/Solicitor permit. The fee varies based on location and length of the vending period.
Any peddler/solicitor unable to provide a copy of his/her approved permit violates the City Ordinance and may be subject to citation and/or prosecution. Residents who notice door-to-door solicitors unable to show a permit are encouraged to contact the Law Enforcement Center at (402) 494-7555 immediately.
Pet License
All cats and dogs residing in Dakota City must be licensed. Pet licensing applications are due by January 1st each year. The fee is $5 for each altered dog or cat and $10 for each unaltered dog or cat. An additional fee of $5 is charged for households that harbor more than two of any one species or a combination of three or more dogs and cats. At the time of application, owners must provide proof of rabies vaccination from a licensed veterinarian. Vets may fax vaccination records to City Hall at (402) 987-3313.
